Visionary Study
The first major step toward reimagining the I-65/I-70 Inner Loop was a Lilly Endowment-funded study comparing the recessed concept to simply rebuilding the interstates as-is. The findings were clear: we have a transformative opportunity to reshape our capital city for the 21st century and position the region and State to thrive.
Southeast Gateway Planning Study
Rethink Coalition, in partnership with the City of Indianapolis and INDOT, secured a competitive USDOT Reconnecting Communities Planning Grant. The year-long project now underway explores building a cap over the recessed I-65/I-70 “South Split” at Virginia Avenue.
Advancing the Vision
Rethink Coalition is driving conversations with state and local leaders, community members, and stakeholders to shape a bold, comprehensive vision for the Inner Loop and downtown Indianapolis. This work has involved working closely with ProPEL Indy, an INDOT-led initiative shaping the future of Indianapolis’ interstate system over the next 20 years.
I-65 SAFE Study
Our I-65 SAFE Report details observations and requests for the overpasses and interchanges along the SAFE corridor based on nine months of multiple neighborhood meetings/listening sessions and technical analysis.
Progress to date
Since 2017, Rethink Coalition has made real progress—starting with efforts to improve the North Split interchange, the first phase of Inner Loop reconstruction. Together, we've driven meaningful changes that benefit downtown Indianapolis and the broader Central Indiana region.
