VISIONARY STUDY

The downtown Inner Loop is nearing the end of its functional life. Already, INDOT has reconstructed the northeast interchange, known as the North Split. INDOT is now studying how to address the remaining legs of the Inner Loop.

The Visionary Study offers a holistic comparison between rebuilding the Inner Loop as-is and recreating it as a recessed interstate, outlining the environmental impacts, economic development opportunities, community benefits, and cost analysis of both options. The Visionary Study found that the recessed interstate concept is technically feasible, financially viable, and would overwhelmingly create positive benefits for surrounding communities.

While not a fully engineered plan, the Visionary Study provides a comparison between two distinct downtown interstate design alternatives, sheds light on the transformative impact of the Inner Loop, and begins the community conversation to envision a design that can launch Indianapolis into a more equitable and prosperous future.

Rethinking the Inner Loop South Leg

The Visionary Study gives us a solid framework for maximizing the benefit of this massive infrastructure project. Instead of simply moving traffic, we can reset the stage for a new 21st-century capital city. This has benefits beyond the city and will help position the region and the state to thrive. This also promotes equity and environmental justice in all aspects of urban highway planning and construction.
